Troy Armstrong, 31 of Morgantown Road in Russellville, was arraigned on 25 counts of first degree sodomy with a victim under 12 years of age and 22 counts of first degree sexual abuse in the first degree with a victim under 12. The charges are alleged to have occurred over a period of time from 2007 to 2009.
Armstrong plead not guilty to the charges, was given a public defender and then asked Circuit Judge Tyler Gill to be released into the custody of his father.
The 31-year-old has been in the Logan County Detention Center on a $100,000 bond since his arrest on March 19.
Assistant Commonwealth Attorney Joe Ross argued against any reduction in bail that might lead to Armstrong getting back out on the street.
“He admitted to having oral sex with the victim who was 9, 10 and 11 years old at various times,” Ross said. “He also admitted to rubbing his genitals against her genitals.”
Ross said that the abuse was with “a family member” and that Armstrong was removed from the home after the allegations came to light, but before he was arrested.
Ross added that Armstrong had sought “reconciliation” with his family before he was incarcerated on the charges and that Armstrong should remain in jail to insure that he will not have further contact with his victim.
Ross said that Armstrong was investigated for the crimes after taking a picture of his genitals with his cell phone and showing the photo to a college student. Armstrong then allegedly told the student that he had showed the same picture to the victim, which spurred the investigation.
Judge Gill said that Armstrong is “entitled to reasonable bond,” but also added that the “seriousness of the charges that the Commonwealth has told us about is relevant.”
Gill then ruled to leave the bond at $100,000.
Armstrong will next be in court June 3 for a pretrial conference.
Armstrong was the second man to go before Judge Gill on charges of molesting a young child in the past two week. Ross Nathan Crowder, 37 of Lewisburg Road, was arraigned on April 29 on three counts of first degree sexual abuse with a victim under the age of 12.
Crowder also asked to have his $30,000 bond reduced, but it too was denied.
