The program is still in the pilot stage and hasn't officially started. The city has partnered with Good Samaritan - which is handling the administrative portion - and are currently trying find out how many would qualify for the discount, which has not been determined yet.
Russellville raised its water/sewer rates almost 60 percent a year ago. This increase, according to the council, was to create capital outlay so the city could not only maintain the current structure but to also allow for upgrades.
Unfortunately, this increase has caused concern among some residents who were already having trouble paying their bills.
The proposed discount program will not apply to sewer. The qualify an individual must be over the age of 65 or disabled and meet income requirements.
Mayor Gene Zick told the council at Tuesday's meeting he felt the program needed more tweaking before the city could look into how much of a discount would be applied.
