The city currently has a franchise agreement with Waste Management and has since 1999 after the company purchased Southern Sanitation, which held an agreement with the city as far back as 1980 when it was known as Russellville Sanitation.
The city has been collecting a 10 percent fee on all residential pickup and a5 percent fee for all commercial pickup. The city generated approximately $46,680 total for the 2004-05 fiscal year from these fees, which is used to repair the streets which may suffer wear and tear from the large trash trucks. Some of that fee also goes to the city's administrative department for costs accrued for billing the service.
A motion was made to bid out the service but before it could pass, city attorney Bob Hedges suggested that Council pass a subsidiary motion first, stating the city was not satisfied with Waste Management's services.
Council questioned Hedges, asking what if the city decided to renew its contract with Waste Management. Hedges said it was a formality and that it was stated in the contract it should be done in this manner.
Council unanimously approved the subsidiary motion and then approved the motion to bid out the city's waste collection.
