Logan man pleads to sex abuse of child: Brooks gets up to 30 years in prison

A Logan County child molester is going away for a very long time.

Jeffery Brooks of Russellville plead guilty Friday to 10 counts involving the sexual abuse of a child and another charge of possession of child pornography in Logan Circuit Court.

Brooks was scheduled to be in court for a suppression hearing, but instead chose to work out a deal with assistant Commonwealth Attorney Joe Ross.

The plea agreement will send Brooks to prison for up to 30 years and he will not be eligible for parole until he has served at least 20 years.

In addition, Brooks will also spend the rest of his life as a registered sex offender and will be strictly monitored for at least five years after his release from prison.

“I was extremely satisfied with the outcome of this case,” Ross said. “We got the guaranteed time, without having the victim go through it.”

The case revolved around child pornography found on Brooks’ laptop computer and some CDs in his possession.

Two of the items included video of Brooks having sex with a young teenager.

Brooks plead guilty to the two acts caught on video.

During the plea hearing, Brooks admitted to Judge Tyler Gill that in the first video he was about 31 years old and his victim was 12 or 13. In the second video, Brooks said the victim was 14 or 15.

“He really didn’t have a way around this, because he was on video tape with a minor,” Ross said.

The charges related to the first video included:

• Rape second degree

• Use of a minor under under 16 in a sexual performance

• Promoting a sexual performance by a minor

• Unlawful transaction with a minor first degree

• Prohibited use of an electronic communication device to procure minor reference sex offense

The second video carried charges of:

• Rape third degree

• Use of a minor under under 16 in a sexual performance

• Promoting a sexual performance by a minor

• Unlawful transaction with a minor first degree

• Prohibited use of an electronic communication device to procure minor reference sex offense

Ross said there were literally thousands videos and pictures portraying child pornography, which were all included in a separate charge of possession of material portraying sexual performance by a minor.

Brooks will now go through a sexual offender risk assessment before his final sentencing, which was scheduled for April 1.

At that hearing, Judge Gill will impose a sentence for Books. Gill is not bound by the plea agreement and could either increase or decrease the amount of time Brooks will serve if he chooses.
