Two individuals living in Logan County were indicted for failing to comply with the sex offender registry.
Rachel L. Metcalf, 27, of Olmstead, was indicted on two counts of failure to comply with the sex offender registration, when she knowingly and unlawfully resided within 1000 feet of the Olmstead Middle School. This is Metcalf’s second offense having previously been convicted in Daviess County. She was also indicted as a persistent felony offender, first degree for being over the age of 21 and having been convicted of failure to comply with the sex offender registration, incest, where she received a five year sentence, and being a persistent felony offender.
The charge is a Class C felony in Kentucky and, if convicted, carries a mandatory minimum sentence of five years and a maximum sentence of 10 years.
According to the Kentucky Sex Offender Registry, Metcalf is on the sex offender registry for 20 years after being convicted of incest. According the registry, the age of her victim was 22. Metcalf is one of 47 registered sex offenders presently living in Logan County. Metcalf was arraigned Oct. 24.
Dustin L. Reinier, 29, of Russellville, was indicted on one count of failure to comply with the sex offender registration, first offense, when he knowingly and unlawfully did not update his current address. he was also indicted on two counts of terroristic threatening, third degree, when he knowingly and unlawfully threatened to commit a crime likely to result in the death or serious physical injury of another, or likely to result in substantial property damage belonging to another; one count of menacing, when he knowingly, unlawfully and intentionally placed another person in a reasonable apprehension of imminent physical injury; one count of disorderly conduct, second degree, when he knowingly and unlawfully in a public place and with the intent to cause public inconvenience, annoyance, or alarm or wantonly created a rick thereof, created a hazard or physical offensive condition that served no legitimate purpose by creating a disturbance with police officers while being placed under arrest; one count of alcohol intoxication in a public place, first and second degree, when he knowingly and unlawfully appeared in a public place under the influence of alcohol to the degree that he may endanger himself or others or property and unreasonably annoy persons in a public place, and one count of being a persistent felony offender, first degree, for being over the age of 21 and having been previously convicted of sexual battery, which he received a five year sentence, failure to register as a sex offender, which he received a one year sentence, and being a persistent felony offender.
Reinier is on the sex offender registry for life after being convicted for sexual battery (2 counts). He is a move-in offender from Tennessee.
Reinier is scheduled to be arraigned Nov. 7 at 8:30 a.m.
