Three out-of-towners were arrested for drugs on Dec. 28, 2018, on the Hopkinsville Road in Logan County by the South Central Kentucky Drug Task Force.

At approximately 1 p.m. agents stopped to assist a motorist that was pulled over on the side of the highway in the emergency lane.

Before contact with the occupants, agents observed the driver switch seats and get into the passenger seat.

Agents spoke with David L. Vance, 43, of Hopkinsville who stated they were having vehicle issues.

Through additional questioning, it was determined Erica Bivins, 30, of Madisonville was the actual driver of the vehicle. Bivins had a suspended operator's license and switched seats when she observed law enforcement behind them.

Bivins, who was visibly pregnant, admitted to being under the influence of methamphetamine and marijuana.

Further investigation showed that Vance, Bivins and Charlotte Haas, 36, of Hopkinsville were traveling back from picking up another occupant that they had just picked up from rehab.

Agents were given consent to search the vehicle where they located methamphetamine, marijuana, hypodermic needles, a digital scale, and other various pieces of drug paraphernalia which were found in a sunglass case, coat, purse, under the floor mats and other containers throughout the vehicle.

Vance, Bivins, and Haas were lodged in the Logan County Detention Center.

Bivins is being charged with possession of a controlled substance first degree (methamphetamine), possession of marijuana, possession of drug paraphernalia, failure to notify Department of Transportation of address change, and operating on a suspended operator's license.

Vance is being charged with possession of a controlled substance first degree (methamphetamine) and possession of drug paraphernalia.

Haas is being charged with possession of a controlled substance first degree (methamphetamine), possession of marijuana, and possession of drug paraphernalia.
